Current industry standards for paints do not reflect either the best available chemistry, or the needs of the consumer. The most widely used standards do not clearly distinguish those products which exhibit the highest environmental and health performance. In the US, the most commonly reported paint standard for VOC emissions is EPA Reference Method 24.

EPA Reference Method 24

EPA Reference Method 24 is not an ideal method for measuring the VOC content of low VOC paints. Since it is a gravimetric method relying on the difference between weight loss upon heating and water content of the sample paint, the analytical precision is 1.5 and 4.7% for within - and between - laboratory data, respectively. Test results have shown that the VOC contents of certain low VOC paints (e.g., less than 0.1%) are well within the uncertainty range of Method 24, so this method is not precise enough to define accurately the VOC content of those paints.

It is clear that a “no VOC” result using Reference Method 24 does not necessarily mean no-emissions. Furthermore, the common indoor air definition of VOC only includes those organic compounds with boiling points between 50 and 260 C. A number of hazardous air pollutants are not accounted for by this definition. Formaldehyde, for example, is classified as a probable carcinogen based on sufficient evidence in animal studies, it is found in many paints, but is outside the scope of EPA Reference Method 24. In addition, the VOC contained in the bulk paint may not be the VOCs which are ultimately emitted, since VOCs can be formed as byproducts of chemical reactions after the paint is applied.

Several industry test methods and accreditations exist, the scope of which are often broader than just the emissions and content of the paint. However, with regard to the specific safety criterion of VOC emissions, none has an accreditation threshold more stringent than EPA Reference Method 24 for “Zero VOCs”.
